Volume 3 Chapter 33 Nation-Building
Edited by: Kanaa-senpai
A week passed before the summons from the Lord of Yoghess finally arrived. Until then, I had been busy in the bay with the children, setting traps for crabs, shrimp, and small fish. By the time I reached the manor, Duke Igor, Duke of Bryachislavichi, was already waiting for me with his daughter Ellie at his side. She was dressed in a silk gown made in the Schweilitz style.
”Son-in-law, I trust you’ve been keeping well?” the duke asked in the polished tone expected of a great noble.
Dressed in full formal regalia, he extended a hand toward me. Unfortunately, I had only just finished hauling in a basket of shellfish, and my hands were still covered in mud from the tide flats. After hurriedly wiping them on my trousers, I accepted the handshake, though I did not miss the faint aristocratic grimace that crossed his face.
His appearance could only mean one thing. The time had finally come to leave for Cain.
We were scheduled to depart the following day, so I gathered the children and explained the situation. I was leaving for Cain, and from that point onward they would remain under the protection of the Lord of Yoghess.
”Wait, what?” Janis snapped. “The hell do you mean? I thought the old man said we could stay here forever!”
”Who are you calling an old man, you little brat?” I shot back. “Did you really think this paradise was going to last forever?”
Janis remained stubborn, yet several of the younger children were already wiping at their eyes, and seeing that made it impossible to keep treating the conversation lightly.
”Look,” I said, softening my voice, “once you’ve grown up and completed your coming-of-age ceremony1, then we can talk about what comes next.”
”Yeah, whatever!” Janis shouted, crossing his arms. “I don’t need your help. I’ll live on my own!”
That was Janis being Janis, but Balme, a girl his age, chose a different approach.
”In that case,” she asked, looking up at me with hopeful eyes, “when I have my ceremony, will you take me as your wife?”
”Don’t even start, Balme.” I rubbed my temples. “Everyone in Yoghess already thinks this guy is a hopeless womanizer.”
Who was spreading that nonsense to the children? Probably Antony.
Ignoring the issue for now, I shook my head.
”Balme, I can’t take you as a wife, so forget about it.”
I had already informed Katri about the departure. She had been helping care for the girls, and even someone with her particular taste for cruelty seemed genuinely shaken at the thought of saying goodbye.
That night, we all took one last bath together, just as we had when the children first arrived. Janis complained the entire time, which naturally meant I scrubbed his head even harder. The following morning, I handed the children over to the manor’s butler, and we left Yoghess before noon.
It was late March. The air still carried the bite of winter, and from time to time snow drifted across the road on the wind.
The Lord of Yoghess shared a carriage with Duke Igor. My own carriage, meanwhile, contained Pamela, Pia, Katri, Ellie, and me.
Four women with whom I had complicated personal histories.
It was suffocating.
Or maybe, from a man’s perspective, it should have been a dream.
No. Definitely suffocating.
The tension inside the carriage was thick enough to choke on, and Pamela wasted no time addressing it.
”Ellie-dono, if I may ask, how old are you?”
”Seventeen,” Ellie replied with her usual composed elegance.
”I see. Then have you already had s*x with Larry?”
”Larry? You mean Lord Fee?” Ellie tilted her head. “Naturally.”
I could already see where this conversation was headed, and every instinct I possessed wanted it stopped immediately.
”Oh, that’s wonderful,” Pamela said with a thin smile. “Everyone in this carriage, myself included, has a physical relationship with Larry.”
In my mind, I begged the gods for mercy.
”And what of it?” Ellie replied coolly. “Lord Fee is a man destined to become a sovereign. It is only natural for him to have multiple concubines.”
Thank the gods for noble daughters.
While everyone else continued talking, I quietly decided to escape. Unfortunately, Pamela and Katri had casually positioned themselves between me and the door, leaving the side ladder as my only route.
”Excuse me,” I muttered.
The moment I reached for the exit, Ellie grabbed my belt.
”Lord Fee,” she said in an icy voice, “we need to exchange some information. Please sit down.”
Before I could resist, she yanked me back into my seat.
”What a responsible girl.”
”Just give up, Larry.”
The traitors were united.
What followed was an analytical dissection of my romantic habits. According to the assembled experts, my timid personality combined with a desire to dominate women somehow manifested as a preference for oral s*x. That was not information I needed professionally reviewed. Pamela then moved on to cataloging the women waiting for me back home.
Several hours later, after enduring what felt like an extended torture session, we finally arrived at our intermediate stop, Cresar Village.
The villagers welcomed us with a feast. Even though I remained until the very end, I somehow found myself escorted straight back to the women’s lodging afterward by villagers who clearly looked terrified of making a mistake around me.
The following day, we reached Cain shortly before dusk.
The instant I stepped down from the carriage, Iri launched herself toward me.
”Master!”
Her Schweilitz had improved considerably.
I wanted to return the greeting properly, but I could practically feel four pairs of cold eyes boring into my back. Choosing self-preservation, I kept a careful distance instead.
Iri had been stationed in Trabius, a city vulnerable to recapture by the Proton Order, where her Golems served as part of the local defense. Fortunately, she appeared healthy and unharmed.
”Did you get hurt?” I asked.
”I’m fine,” she replied cheerfully. “I wasn’t caught up in the fighting.”
(Master, there’s a woman behind you giving me a very scary look.)
(That’s Ellie. Duke Igor’s youngest daughter.)
(Oh. One of your primary wives?)
(I suppose that’s one way to put it.)
”Pamela, Pia-san, have you both been well?” Iri asked as she approached the others.
She truly had nerves of steel.
The women headed for the house we had nicknamed the bumpy house, while the former Fishery Magnate and the former Town Guards Commander, now two of Cain’s most influential figures, came to greet us. After introducing them to Duke Igor, we learned that General Thomas was still out on patrol. Since he had not yet returned, the formal meeting was postponed.
Instead, we spent the time discussing the human collaborators who had assisted the marquis’s escape. Although some people pushed for an immediate conference, the decision was made to hold a dinner first.
That evening, I was reunited with Sanna, daughter of the late Lord of Cain; Thiele, granddaughter of the Lord of Yoghess; and Ellie. Apparently, a silent war had broken out over who would sit beside me, but in the end Thomas claimed my right side while the former Fishery Magnate took my left.
The middle-aged men spent most of dinner exchanging polite smiles while probing one another’s intentions. They discussed the peace negotiations with the Proton Order, the migration patterns of the Al-miraj, and the acquisition of valuable silver fox pelts, all while finding opportunities to compliment Ellie’s beauty.
That night, no one visited the master bedroom.
The maids helped me prepare for bed, but none of them intended to cross that final line. Strangely enough, the empty bed felt more unsettling than the alternative.
The nation-building conference began the next morning.
Everyone attended.
Everyone talked.
And yet, for all their talking, nobody seemed willing to touch the questions that actually mattered. The discussion never advanced beyond vague optimism about how wonderful things would be once the three regions united, so eventually I interrupted.
”If I may ask,” I said, “what is the population?”
The answers varied wildly. Cain supposedly had somewhere between fifty and eighty thousand people. Yoghess was estimated at around seventy thousand. Polotsk ranged from one hundred forty to one hundred sixty thousand.
In other words, nobody actually knew.
”And how are taxes being collected?”
Cain and Yoghess relied on rough estimates built from historical records. Polotsk’s system was far worse. Tax collection rights had been sold to private agencies based in the Empire of Rus for eighty percent of projected revenue under five-year contracts.
Thomas explained that those collectors had steadily increased the burden until some villages were nearly collapsing, which was one reason many residents wanted to join our emerging nation.
It was not a problem that could be solved overnight. Moving too aggressively risked provoking the Empire of Rus, but I still pushed everyone to agree on establishing a National Tax Agency in the future. For now we would manage with temporary measures, though eventually we needed a system comparable to Schweilitz’s.
Next came the borders.
Northwest of Cain, reindeer nomads crossed over from the Empire of Rus. During the summer, Finnish fishing communities also appeared along the coast. Between Polotsk and Yoghess sat a massive island whose inhabitants had spent years balancing the two powers against one another.
”They speak the same Finno-Samic language we do,” someone explained. “There’s also a large city on the southern tip that effectively controls the island.”
”Then let’s take it,” Thomas said immediately.
”We still need to negotiate our eastern border with the Empire of Rus,” Duke Igor warned. “Without a proper map, we’re inviting disaster.”
He was right.
And if we needed a map, then I would make one.
”I’ll handle it,” I said. “We don’t have time to waste.”
Several people objected, worried about the risks of my departure. Personally, remaining in the bumpy house felt like the greater threat to my long-term survival, so I pushed the matter through. Besides, I still had my fixed-wing drone. It was battered, but repairing it would not be difficult.
We agreed to modify Polotsk’s existing civil and criminal codes, which had originally been modeled after those of the Empire of Rus, and eventually establish a judiciary independent from the military. Monthly rotating meetings between Cain, Yoghess, and Bryachislavichi Port were also approved.
The treasury proved even more troublesome.
At first, nobody could agree on who should hold the money. Eventually, the former Fishery Magnate was selected as Finance Minister, while the finer details were postponed until the next meeting in Polotsk.
General Thomas received authority over the military. Duke Igor assumed responsibility for the judiciary. The Lord of Yoghess took charge of the future tax agency.
The border-mapping team was organized that same day.
Finally, we unanimously approved the execution of the Lord of Mustopae, his house steward, and his guard captain for their cooperation with the Proton Order.
We decided a great deal.
Even so, the amount of work still waiting for us was far greater.
* * *
The following morning, I left Cain’s ramshackle house and set out in my new role as Commander of the Mapping Corps.
I would have preferred to bring Katri with me, but circumstances left me with only Pamela and Pia.
The women—especially Iri—had protested the decision loudly enough that I eventually resorted to a lie. I claimed that Pamela was technically a slave and that Pia occupied much the same position, so I was merely transporting my own property. The explanation worked far better than it had any right to.
It helped that both women were Mages responsible for charging the amber used by our fixed-wing drones.
In truth, I would have taken Katri over Pia without hesitation, but Katri was Sanna’s maid, and Sanna had rejected the request outright.
Our expedition force was modest, consisting of ten people in total: the three of us, five soldiers, and two scribes. Although we had a wagon, we spent most of our time on foot, measuring distances with a hundred-meter line as we gradually pushed farther into unexplored territory.
Because the land was flat and the coastline ran almost perfectly straight, mapping the region was relatively straightforward. Every two kilometers, we launched a drone and compared the aerial view against our field notes, correcting the maps whenever we found discrepancies. Along the way, we recorded every town and village we encountered, as well as the seasonal Finnish fishing shacks mentioned in local rumors2.
Two weeks into the expedition, we reached the Rus highway. From there, we doubled back slightly and followed a gentle river inland so we could map the surrounding lakes and ponds from the air. We were approaching the three-week mark since leaving Cain when a summons arrived, calling me to a meeting at the port of Bryachislavichi. Leaving the main party to rest in a nearby town, I took two soldiers and rode ahead on horseback.
The meeting itself went smoothly. We reached an agreement on financing, finalized the broad framework of the legislation, and discussed several related matters. I also learned that Thomas had occupied the Remar Islands—an issue we had discussed previously—with almost embarrassing ease. On top of that, formal negotiations with the Proton Order had officially begun.
A month later, we met again in Yoghess. That round of discussions dragged on considerably longer, focusing on legislative follow-ups and projected tax revenues for the current term.
While I was there, I took the opportunity to visit the orphans. According to their caretaker, they had been working diligently. Janis looked displeased when I appeared, but Balme and the others seemed genuinely happy to see me. The girls had even continued maintaining both the annex and the harbor house, and when they told me to “come home anytime,” I found those words lingering in my thoughts long after I left.
By May, the weather turned warm with surprising speed. Unfortunately, the mapping team was still deep in the marshes, where we found ourselves under constant assault from enormous swarms of mosquitoes. Anyone unlucky enough to answer nature’s call outdoors could end up with dozens of bites in a matter of seconds, and the itching was enough to drive a person mad.
The men endured it as best they could, but the situation was especially miserable for the two women. At first, they tried burning medicinal herbs inside a tube to smoke the insects away before relieving themselves. Eventually, however, the process became too troublesome, so they adopted a much simpler solution and started casting Fireball to incinerate the local mosquito population before doing their business.
At the end of the month, the inevitable finally happened. I received a summons back to Cain, and when I arrived, I found an old acquaintance waiting for me.
Captain Robert von Sigmund.
He was the son of the Intelligence Bureau lieutenant colonel and the same man who had accompanied us to Pannonia during the kidnapping operation.
”Well now, you look well,” Captain Robert said with a grin.
”It’s been a while, Captain,” I replied. “You’ve made good time.”
”Indeed. When one hears that a pro-Schweilitz nation might be born in the Saihites Sea, one cannot afford to dawdle.”
”I appreciate the sentiment.”
”Don’t mention it. Now, I’d like to have a word.”
We were standing in the atrium near the entrance to the Viscount’s Palace, so I led him upstairs to the balcony.
”So, how far along is this nation-building project of yours?” Robert asked.
”We’re setting the border with Rus next month,” I explained. “The laws will be promulgated soon, and the Tax Agency, Ministry of Finance, Ministry of War, and Ministry of Justice already exist. The State Department and the town guard administration are still in the preparation stage.”
”Ho? Impressive.”
”Hardly. We’re dealing with a severe shortage of talent. Most of those ministries exist in name only.”
”And when do you plan to declare independence?”
”Not yet. We need to settle the border issue with Rus first. That’s the next major step.”
”Aren’t you being remarkably prudent? Especially for someone who had Rus deliver fifty composite bows for use against the Proton Order.”
”Tell me,” I said, steering the conversation elsewhere, “how is everyone doing?”
”Everyone?”
”Lieutenant Colonel Onhart, Second Lieutenant Sarah, and the others. Kenze and her child, too.”
”Ah, yes. Lieutenant Colonel Onhart has been demoted to Major and is currently confined to the Duke’s estate.”
”Why?”
”Come now. Kidnapping the Emperor and Empress of Rus was a serious violation of orders. Then there was that absurd proposal that we hand over Larland in exchange for their return. The Royal Palace has been in an uproar ever since. We would gain nothing from that territory; it would only become a burden.”
”And Second Lieutenant Sarah?”
”She was supposed to be demoted as well, but Major Sonya stepped in on her behalf, so she escaped punishment.”
”And what about me? And Major Thomas?”
”Lord Fee and General Thomas fall outside the Kingdom’s authority. As for Associate Professor Larry and Major Thomas, however, nothing has changed. The death penalty remains pending.”
”I see.”
”Oh, right,” Robert added. “I delivered the seeds and farming tools you requested to the Duke of Bryachislavichi as a donation from our country. As for the Type 98 Golems and the maintenance packs, the King still hasn’t granted permission. You should receive an answer with the next shipment.”
”Well, that’s that. Keep up the good work.” Robert paused before grinning again. “Oh, one more thing. I’ve already delivered the King’s gifts to your wives. He also gave me a direct order to pass along.”
I had a bad feeling about this.
”Make children,” Robert said. “And make them soon.”
