Volume 4 Chapter 2 Poll Tax
Edited by: Kanaa-senpai
Even though it was April, the early mornings were still very cold. Marie, sharing the bed with me, tangled her smooth, cool legs with mine. So, I sent a warm current of mana through her.
’That feels nice and warm.’
She spoke to me through telepathy.
’We’re right by the river. Since it’s the country, it gets colder.’
’Do you still miss the old house?’
It was true. The old house was right in the middle of town. Ariane-neesan’s place was close by, too. The yard was smaller than this estate. But it was small and well organized. If I had to complain, the well was very deep. Drawing water for a bath was hard work.
Speaking of missing things…
’We never did get to do it in the courtyard.’
’Idiot.’
She gently bumped her forehead against mine.
The next day, I saw Marie off to work. Then, I started sorting through our bags. Ardia, the head maid, and Helf, the manservant, walked up to me.
”Um, Master…”
Ardia called out to me. She looked very sorry. I already knew about this, though. The married couple wanted to go back to the old house.
”I heard about it from Marie. People say the capital might be moved. So that house won’t sell anyway. Also, an empty house falls apart fast.”
”Then…!”
Their faces lit up right away. It was a home they had lived in for many years. But there was one more thing. Ardia was the head maid. She did not get along well with Katri. Katri had formal training in maid work. Ardia had done things her own way for years. Katri always argued back with perfect logic. This hurt Ardia’s feelings. She knew Katri was right, but she could not accept it. Marie had been worried about it, too. However, she had not said anything. She felt bad about leaving just the two of them behind at the old house.
”Depending on what happens, we might rent the house out. We could include your work as part of the deal.”
I went to visit our Neighbor (Professor Lizabel’s house) yesterday. I mentioned that I wanted to rent the place out. She told me she would ask her friends.
Thanks to that, we had to pack the couple’s things all over again. But by the time Marie came home, everything was cleared away. As for Loukai and Kacha, they were our problem children. There was an empty house in the gate town of this mansion (a group of only eight families). I had them move in there. I also asked the older residents to show them the ropes.
”Did you finish writing the documents?”
I had stepped away from packing. I needed to write the paperwork to free Katri and Pia. Pia was originally a freeman of the Harritz territory. But I had gotten her as a war reward in the lands of Cain. This was before the Grand Principality. So, she was still treated as Slavery (a person owned by another) after returning to the kingdom.
She had been questioned for working for Haritz. She was part of a group that was forced into a rebellion. But the matter was dropped. She had already fallen into Slavery.
As for Katri, she used to be one of the Maids for Sanna. Sanna was now the fiancée of my son, Reinhardt. So on paper, Katri had moved from the Grand Principality. She was listed as a maid changing jobs to work under me.
With Slavery, the rules are simpler if you do things in steps. First, you change their status to a Bondservant (a worker bound by contract). Then, after some time, you make them a freeman. Making them freemen right away in the Royal Capital is hard. It requires going to court. Or you need clear approval from a noble on a noble’s land. It takes a lot of time and money.
I expected it would be hard to return here later. I was going back to the royal palace in a month. So, I decided to transfer Pia to Marie first. Then I would make her a Bondservant. Right now, I was writing the Slavery deed of transfer.
In this world, printing technology does not exist. Every single document has to be written by hand from scratch. Marie had written down all the required details in a memo. I used that as a guide. I wrote everything out on the Parchment (special paper for official records).
Katri’s current status was a Bondservant. Her paperwork was already fully in order. She could be easily made a freeman. I just had to pay the fee. Even so, freeing a Bondservant required specific documents. The managing employer had to provide them.
”Um… well… once someone becomes a freeman, they have to pay a Poll Tax, right?”
I was asking Katri about her place of birth. I also asked her parents’ names and their jobs. Suddenly, she asked me a question back.
”That’s right. But you know, the Poll Tax is charged for Slavery and Bondservant statuses, too.”
”When I asked Pamela-san, she told me freemen have to pay ten Gold coins of Schweilitz (the local currency). I could never afford to pay such a massive sum of money every single year…”
So that was what had been worrying her.
Heheh.
The balance in my Bankbook (a record of my money) is four hundred million. Four hundred million, you hear me? And it is not a one-time prize like hitting the year-end jumbo lottery. The licensing fees for my blueprints bring over ten million Yen into my account every single month. I am absolutely rich.
”You don’t need to worry about that. I’ll pay it for you. It’s for the sake of the Children, too.”
Hearing that it was for the Children put her at ease.
”Thank you so much.”
Katri said. She gently rubbed her stomach, which had recently begun to show a bulge. Though I am still going to have her do her duties as one of the Maids, of course.
”Next, tell me your siblings’ names and their rough ages.”
As I asked, my pen suddenly stopped.
Come to think of it, I really haven’t been spending any money lately, have I? Even though I have four hundred million.
”Is something the matter?”
”No, it’s nothing. Your eldest brother’s name was Putin, right?”
”No, it’s Vladimir.”
The only memory I have of actually spending money to go out and have fun… was at Adolf-san’s shop.
As for alcohol, people here drink it like water from the time they are Children. In my previous life, I used adult entertainment services a bit. But there’s absolutely no need for that here. Besides, Children happen almost right away. I guess that leaves Gambling.
Back in Strock Village, people would place bets on small local matters. They bet on who was going to get married. They bet on whether a baby would be a boy or a girl. Come to think of it, they even ran a betting pool on my first partner. But none of that really gets my blood pumping anymore.
If there’s anything else I’ve spent money on…
Reimbursements, maybe? There was that problem with the overcharge prevention device on the Giant Amber. Didn’t that cost me fifteen million? And then there was the payment for the |fixed-wing drone| that those brats broke. I’m pretty sure that was thirty million.
Combined, that makes forty-five million Yen. They gave me a massive discount. But even in this Royal Capital, you could buy several entire houses with that kind of money.
”WHAT IS IT?”
Oh right, did I ever actually spend any money on Kenze?
”Kenze, are you fine with remaining as Slavery?”
”ARE YOU SAYING YOU WILL SET ME FREE?”
”Do you not want that?”
”LET’S SEE. WHEN I AM WITH YOU, I AM NEVER BORED. JUST WATCHING YOU IS ENTERTAINING. I AM FINE WITH HOW THINGS ARE NOW.”
I suppose that makes sense. I don’t exactly treat Kenze like Slavery. She certainly doesn’t treat me like her master either. In fact, I’m pretty sure she just looks down on me normally.
Well, we share a strange bond. She provides excellent security. And that place over there is pretty cramped anyway.
As for Pamela, when she was inheriting things from Henrietta-san, she said it herself. Living as Slavery was just far easier. Then again, she doesn’t treat me like her master either.
”I am perfectly content remaining as Slavery. Just set me free whenever you happen to die. When that time comes, I’ll find a partner somewhere and have some Children.”
She is a young Elf Mage. She has not even reached a hundred years of age yet. She mentioned that she will remain fertile for about another century.
Well, I guess these two are fine just the way they are.
”Master, you truly are a very wealthy person, even within this country.”
Once I finished getting the details from Katri, she remarked on it.
”So, that leeway is apparent to you?”
”Yes. In the old house (the gate town), there are nineteen people who have had their Coming-of-age ceremony (a ritual for adults) and two minors. The people who came from the city, including you, Master, amount to thirteen individuals plus Angelica-san. In total, that makes thirty-two people of Coming-of-age ceremony and three minors. If you have to cover everyone, the Poll Tax alone must come to a huge sum.”
Hearing the exact headcount spelled out like that makes my heart skip a beat. Given her line of work, Katri must have carefully tracked the household numbers. It’s very unlikely she made a mistake.
Which means…?
The freemen are myself, Marie, and Katri. But assuming Pia and Manuela are being freed from Slavery, that leaves twenty-six individuals as Bondservant. Then there are Pamela and Kenze, our two Slavery. Marie’s child, Angelica, and the two minors living by the gate aren’t taxed. Even so, the grand total comes out to a huge sixteen million five hundred thousand Yen.
W-Well, it should be fine.
I handed the completed documents over to Marie. Then, I asked her about the Poll Tax. I found out that she had become the registered manager. She managed not just the people in the gate town, but the Bondservant workers at the old estate as well.
”You up and vanished from the old house without paying your Poll Tax, you know. I had to switch the registered manager to myself just so I could get it paid.”
My bad.
Marie had stepped in as the manager. She took care of the Poll Tax for the Bondservant staff at the old house for me. But wait, a Middle-aged man from Helbert had told me something. He said the Poll Tax for the Bondservant workers in the Royal Capital was supposed to be taken out of my account automatically.
”Did you completely forget? You were given a Death Penalty sentence, weren’t you? Because of that, your entire account had been completely frozen.”
”Ah, so the reason the automatic deductions still went through in the Bizan territory before we left for Rus… That was because of the time lag. His Majesty gave the Death Penalty verdict. But the notice had not actually been delivered yet. In a world without telegraphs, that’s only natural. Then, the reason I was able to update my ledger yesterday was…”
”Because you’re officially no longer a Death Penalty convict.”
Well, that makes sense. I’ll just accept the good news gracefully.
”Still, you certainly had a lot of coin on hand. There were seven Bondservant workers.”
”That’s all thanks to your blueprints, you know.”
She became quite rich. She made a lot of money drafting schematics. They were based on the “Seven Blueprints of the Prison”. Furthermore, she had also become the registered manager for the Bondservant staff at this estate.
”When the Fourth Sage transferred the house, he told me something. He said there’s no telling what might happen to you moving forward. So, I should become the manager for the Bondservant staff here.”
I felt incredibly grateful and sorry. But that absolute jerk of a Fourth Sage… Is he still planning to send me off to the New Continent? I thought that plan had been completely scrapped. My marrying into the royal family was becoming a reality.
Personally, I have absolutely no desire to go to the New Continent. I do not want to marry into the royal family, either.
”Rosa mentioned that she made quite a handsome profit as well. But guess who pulled in the absolute most money last month?”
Higher than Rosa? Based on the actual work done, I felt Marie should have been the one making the most.
”It was Romy.”
Whaaaaaaaat?!
”That poor girl got tricked by some sketchy guy. She racked up a mountain of debt. She was right on the verge of falling into Slavery. Because of that, I put her name as the primary author on the blueprints for the graphite clock.”
A magnetic voltage applied to graphite creates a specific high frequency. I had used that property to build a transmitter circuit. But Romy figured out it could be used to build a clock. She built one successfully with Marie’s help. Marie was the one who actually drew up the blueprints. But the primary author listed was Romy. Marie signed only as the corresponding author.
Up until that point, a precision timepiece would easily run you no less than ten Gold coins. This invention brought the price down to a mere three to five Gold coins. On top of that, it didn’t drift by even a single second over an entire month.
A massive flood of orders came rushing in right away. But sales were halted almost just as fast. The reason was its potential for military use. Also, an accurate clock lets you calculate longitude. It is a critically vital item. Any nation with seafaring technology would desperately claw to get their hands on it.
”That’s why the government issued a massive payout last month.”
”Compensation because sales were banned and they could no longer sell them?”
”Exactly. The number of outstanding orders had already exceeded three thousand.”
It didn’t sound like it quite crossed the hundred-million mark.
But wait a minute.
”Marie, let me see your Bankbook.”
”No way.”
”Come on, if you total everything up, you’ve definitely earned way more than Romy has.”
She simply let out a smug smile. So I hit the bullseye.
”What’s your actual balance?”
”If you guess it right, I just might tell you.”
”A hundred million?”
I smile, but it is mostly forced. “Are you kidding me?” I exclaim.
Did she really make that much from my plans?
”Two hundred million?”
”Rosa has about that much on hand, yeah,” she says with a casual shrug.
You are lying.
When I asked about four hundred million, she just gave me a proud smirk.
What even is this? I am the idiot who was actually happy about hitting four hundred million.
I feel a little—no, quite a bit—sad.
That night, we held a small party for moving in.
Of course, Marie did not pay for it. I paid for it myself.
I had killed farm animals and gone to town to buy plenty of food.
But, well, we have over thirty people living here.
By the end, we even ate into the salted meat I had brought from the old house.
For drinks, we started with barrels of ale. But soon, potato liquor started going around.
Most of the men ended up dead drunk. By the time the moon rose, the women were dragging them off to bed.
The next morning, I was loading the wagon. Ardia, the head maid, and her husband Helf were helping.
Then, a pitch-black carriage rolled in.
It was the kind of carriage used by high-ranking Royal Army officers.
I thought it was that middle-aged man, Helbert. I started to walk over.
But a coachman in a non-commissioned officer’s uniform stopped me.
”That middle-aged man sure thinks he is important,” I mutter to myself.
But the carriage door opened, and it was not him. A strange young man stepped out.
Then, that genius, Rosa, stepped out behind him.
”You really were alive,” she says.
The moment she stepped down, Rosa said something very rude. She still had her square body and square face.
Right behind her was someone I had seen before.
He had red hair and was about as tall as Alberto-san. He wore a uniform different from the Royal Army’s.
If I remember right, he was a military man from the Celt Kingdom.
”Ah, this is Professor Alan Lee from the Naval Academy’s Shipbuilding Department,” Rosa explains. Her tone was light.
”He is a superior officer to both me and Tura. And this person, do you remember him? He is now a visiting professor of navigation at the Naval Academy, Birger Dons.”
I remembered. He was the admiral who led the black ship fleet when the Grand Principality was founded.
Still, it seems Rosa has not grown out of her boyish way of speaking, even as a professor.
”Nice to meet you,” Alan says. He gave a bright, handsome smile.
”Please, call me Alan.”
He is only a little older than me, about twenty. Yet he is a professor?
And he is Rosa’s superior officer?
’Surprised?’ he thinks. His voice echoed in my mind.
’But I, too, am honored to meet Larry-sensei (a master of magical engineering). He penned the Seven Blueprints of the Prison.’
Telepathy? He read my mind.
This is bad. He is draining my Mana (magic energy).
I pulled my hand back by instinct. But he had already taken a fair amount.
I could barely stay on my feet.
”As expected of one who has survived so many battlefields,” Alan says. His smile never wavered.
”To evade my Mana absorption is truly impressive.”
The handsome man was still watching me with that unbreaking smile.
The people around us had no idea what was happening. But one person moved fast.
”Kenze, stop,” the coachman says. He moved to shield the handsome man.
Fast. He must be an elite.
There is no benefit in fighting people like this. Even if I were to win.
”Ho,” Alan says. His eyes narrowed slightly.
”So this is the Amazoness who can fight on equal footing with the Old Master’s instructor?”
He knows a lot.
Well, with Rosa and Tura around, that is to be expected, I guess.
”That is a very rude way to introduce yourself,” I retort.
”Rude? You are as interesting as the rumors suggested,” Alan replies smoothly.
”But I am not much of a talker. So I thought forcing you to come along would save us both the trouble.”
He calls that “not much of a talker”? The fool.
”Are you taking me to the New Continent already?” I ask.
”Of course not,” Alan says. “Our Ironclad ship (a metal-plated warship) is not finished enough to cross the Western Ocean yet.”
The “Western Ocean” is probably the Atlantic from my past life.
The “Ironclad ship” is the black ship that came to Cain.
The Saihites Sea is enclosed by the continent and the Great Norden Island. It is an inland sea, often called a calm one.
So those ships can only sail in that kind of water.
”Then what is this for?” I demand.
”I want you to join us for a test voyage,” he states.
”Why would I have to go along with something like that?” I grit out.
”You were the one who drew up the basic design, Larry-sensei,” Alan reminds me.
”And the Norden Sea in April gets as rough as the Western Ocean in winter. So we do not have much time.”
I did do the basic design. But I do not know the specifics of what happened after.
The “Norden Sea” is the body of water surrounded by the Great Norden Island, the continent, and the Albion Islands.
Those islands make up the Albyon Kingdom. In my past life, that would be the North Sea.
”You want to do stress tests on the hull in a rough Norden Sea? And you want me to tag along for that?” I ask, incredulous.
”I love talking to smart people. You pick up on my intentions so quickly,” he says.
Who would want to go on such a dangerously reckless test voyage? No thanks.
My Mana has returned. This property is huge. I can run around.
If it comes to it, I can escape through the large Waterwheel (a water-powered lifting wheel).
”That will not work,” Alan warns. His smile sharpened.
”I will just freeze your Bankbook.”
Huh?
”That four hundred million you worked so hard to save? It will just vanish.”
Wait a second. Is that even allowed?
Does this country have no duty to protect personal property?
”See?” Rosa chimes in. “Would have been less trouble if I had just forcibly drained your Mana and dragged you along, right?”

”S-H-U-T U-P,” I snap.
”As I thought, you are a very interesting person,” Alan says.
This handsome jerk… I am going to make him cry one day.
”Fine,” I concede. “I will go. But can I bring Kenze the Amazoness and Pamela the Elf Mage with me?”
”The Slaves who protect you, right?” Alan nods. “Very well, let us do that.”
Even though I have agreed, Alan Lee steps closer.
”Now then, be a good boy and behave yourself, okay?” he says.
”I said I would come, so you do not have to keep draining my Mana…” I mutter.
I really wanted to bring Katri along too.
