Volume 4 Chapter 38 The Administrator

Edited by: Kanaa-senpai

According to Department Head Gida, while Hodayn Port is quite large, there are no permanent establishments for human trafficking. Instead, a [Slavery Market]1 is held once every ten days at the port square.

That day happens to be the day after tomorrow, and she wants us to wait, as she intends to sell off the captives we picked up at Palermo.

”Ah… is that how it is.”

The Captain looked at me with a slightly troubled expression. No, no, no—don’t put this on me. I’m just as lost as you are.

”That matter is for the three of you to decide: Department Head Gida, Department Head Larry, and Section Chief Fredys.”

With that, the Captain walked down from the bridge. I really want to ask: why include me in this?

The three of us, feeling distinctly awkward, exchanged glances.

As the administrator, Department Head Gida wants to minimize the number of captives consuming our food and water supplies. However, following the incident where the suggestion to sell Kenze was made, and the subsequent act of violence from the girl herself, Gida is likely boiling with stubborn resentment. Still, she remains composed in front of me. Or perhaps she’s calculating something else entirely.

Section Chief Fredys has already selected a young male captive alongside Section Chief Roland. Personally, I assume she’d like for that child to remain on board. But her subordinates (all men) have been using the female captives as outlets for their sexual desires, and there would likely be significant backlash if she sold all the girls. Some have already mentioned that they want a few of them kept behind.

Then there is Pole, a deck crewman currently transitioning from a mid-level rank to a leadership position. He had expressed a desire to buy the freedom of his childhood friend, Rafaela, who had been reduced to a slave, and marry her. However, he was rejected by the girl herself. The reason: his gambling addiction. He carries a massive debt, too. But the Captain, Section Chief Fredys, and I don’t truly take her words at face value.

In our hearts, we all think the same thing: we want to force Pole to say, “I will never gamble again,” and have him buy her contract2. And I suspect that is what Rafaela truly desires as well. Despite Pole’s addiction, the only gambling available on the ship is the occasional game of chinchirorin3 among the crew, so there is no doubt this is the perfect environment for him to break the habit.

If that’s the case, Captain, I want to tell you: you should be the one to handle it.

But that would be difficult, wouldn’t it? The Captain is not the type of person who can assert his authority to declare, “Gambling is strictly prohibited on this ship, and violators will be thrown into the sea.” In the first place, gambling within the military is technically forbidden by Military Law. But it cannot be strictly enforced, so it is tolerated to a certain extent—even the incident involving “Kai losing her virginity” the other day was overlooked.

”The problem is Rafaela, isn’t it.”

To my relief, Department Head Gida brought the issue to the table.

”Understood. It would be optimal if Pole could rectify his conduct, sir.”

Section Chief Fredys responded, and for some reason, both of them turned their gazes toward me. In the end, they want me to fix it.

”Can we not retain Rafaela as an Interpreter?”

Honestly, I don’t believe that just because I say something, Pole will suddenly quit gambling. More importantly, Palermo, where she is from, was originally ruled by the Scripture Church dynasty, so their common language is like a dialect of Turku. Now, since the Norman house from the Celt Kingdom rules the Island of Sicilia, they speak a language closer to a dialect of the Schweilitz language, which is similar to Celt.

”Listen, if that’s the case, the same logic applies to all the captives. She can speak a little Celt because she played with Pole when they were children, but it’s not that different from the others.”

”The problem is the child she’s carrying. I asked, and she said she’s already over four months along. If Maria’s story is true, it takes three months to go to Nyunpai and back, and about a month from here to Kure, right? By the time we return, she’ll be eight months pregnant. Her belly will be quite large, and I wonder if she’ll truly be able to cherish a girl carrying another man’s child, even if they are childhood friends.”

Honestly, these people only ever point out the negative factors.

”Unless something drastic happens, we cannot let Pole buy her contract.”

The two of them said that, looking at me. Something feels off about this.

”Pole seems to have opened his heart to Department Head Larry, though.”

Is that really the case? Pole is (at least in appearance) older than me.

However, the two women in front of me—especially Section Chief Fredys—are practically forcing me to persuade Pole, or rather, to treat his gambling addiction. I suppose I only need to get him to give me his word, but frankly, I think it’s impossible.

”I will try to speak with Pole, but are we in agreement that the ‘Izumo’ will remain anchored until the day after tomorrow?”

 I confirmed the other issue.

”We have no choice, Department Head. You can’t fight without food, can you?”

I can’t say I don’t understand Department Head Gida’s position. The ‘Izumo’ departed with a total of fifty people. Since then, we have lost four people to casualties, but added Kenze and Maria, and brought on twelve captives, bringing the total to sixty. Thanks to that, our food and water consumption has increased by twenty percent. I understand that as the Maintenance Department, they cannot overlook such a situation.

However, it is also a fact that we need to hurry, even if it’s just by a single day. Before Rosa is taken to the Kingdom of Kush. We have to do something before reaching Nyunpai, or we will end up crossing the equator. Maria said it takes two months from the Royal Capital of Ram in Nyunpai to the entrance of the Kingdom of Kush. If we go that far, even on the shortest route back, it will take seven months.

”We must settle this in Nyunpai somehow, so can we really afford to waste even a single day?”

I deliberately asked Department Head Gida in a questioning tone. She replied:

”Listen, where do you suggest we settle this?”

 She really said it.

Ever since we passed through Suez, we have been stepping into a world we know nothing about. Everyone knows how impossible it is to secure or kill a single girl in that environment, but since the military has issued the order, we have to do everything in our power, right?

Besides, this isn’t just a simple mission. Even if I say this as the one who developed it, the technology that would be leaked by Rosa is cheat-level in this world. It would be one thing if it were contained within the Amazoness, but we know it’s not, and that they intend to have it developed by the Dwarf Kingdom of Kush, which possesses advanced metalworking technology. If the genius Rosa’s abilities merge with the technology I’ve built up until now, there is no way to tell what kind of cheat weapons will be born.

We have to settle this within the Nymphai Kingdom as much as possible.

Beyond that, the Kingdom of Kush is too far away. Honestly, I don’t think my body or mind will hold out.

”I don’t know where we can settle it, but we have to try, don’t we? As quickly as possible, or we won’t be able to make it back.”

”Won’t be able to make it back” might be an exaggeration.

”If we run out of water and food, we can’t carry out the mission, can we? Besides, what about the coal? Sailing is significantly slower than using the engines. And the dynamite. How many sticks are left?”

It’s impossible to argue against such cold logic.

”For now, let’s wait until the Slavery market the day after tomorrow.”

I had no choice but to follow the words of Section Chief Fredys, who clearly thought Department Head Gida’s persuasion was a lost cause.

 And so.

As for Pole, during our first attempt at persuading him, he had absolutely no intention of quitting gambling. Furthermore, he was sulking because Rafaela had asked for herself to be sold.

”Aye, I never thought she was such an unreasonable person.”

I thought to myself that it was pointless to say such things to me. But the fact that he was angry might mean there’s still a chance.

I waited a while before trying a second time.

”Hey, Pole-san, what are you going to do when we get back to Kure?”

It’s a long way off, but I decided to confront him with reality.

”What about you, Department Head Larry?”

 Huh, me? He countered.

”Me, huh. I suppose I’ll head back to the Royal Capital at least once.”

”And what will you do when you get back?”

”Once I catch my breath, I have to go home. I haven’t been back in over two years.”

”Home? Do you miss your mommy’s tits?”

 A nasty retort.

”I don’t really remember my mother. I have to do something about the house my family married into in the countryside.”

Honestly, what is Monica doing? Since my sister-in-law took Reinhardt to the Fee Grand Principality, things must be tough. Maybe she’s already welcomed a new son-in-law.

”What are you spacing out for?”

I had forgotten I was talking to Pole while thinking about the house in Strock Village.

 ”My bad, just remembered something.”

Pole looked at me with what seemed like pity.

”Right now, it’s about you, Pole. What are you going to do when you get back to Kure?”

”Aye, I’ll probably head back to my country once I pay off my debt.”

He, like the Captain, is a transfer from the Celt Kingdom. He must be planning to return home someday. I decided to hold back on the retort that he’d never be able to pay off his debt.

”What kind of place is your family home?”

 I asked out of curiosity.

”It’s deep in the fjords. The land is barren, there are no forests, and for firewood, we use driftwood or climb the cliffs to the plateau above. Pretty funny, right?”

He said it mockingly of himself, saying that’s exactly why he went out to sea.

”So, if you had bought Rafaela’s contract, were you planning to take her back there?”

”No, I’m not the heir. I have no choice but to stay in the military.”

 ”That might be good, too.”

”I don’t have a home like you, Department Head Larry, there’s no choice for a man like me.”

Talking about that reminded me. Once this mission is over, we’re being sent to the New Continent.

Perhaps the route to the New Continent goes from the Celt Kingdom (which corresponds to Norway on Earth), through Iceland and Greenland, to Vinland (the Viking settlement in North America), and then down the east coast. If that’s the case, are the Captain and Pole coming along? Don’t tell me this mission was based on that.

 Ah, I hate this.

I don’t care what happens in the future. I just want to finish this mission as quickly as possible, and when I get back to Kure, maybe I’ll defect to the Fee Grand Principality.

”Department Head Larry, are you okay? You’ve been zoning out for a while, what’s up?”

”My bad, my bad. Anyway, right—Pole-san, you’re quitting gambling, right?”

 ”Who said I’m quitting? That’s impossible, impossible~”

”It’s only impossible because you say it is. Try saying, ‘I will never gamble again.’ Once you say it, you might start to think it’s possible.”

It’s a trick I used when I quit smoking in my previous life.

”Aye, if it were that easy, I wouldn’t be having this much trouble.”

”It’s not like that. Pole-san, haven’t you ever had something ominous happen after you spoke of it? In my hometown, there is a legend that spirits dwell in the words we speak, and that things turn out exactly as we say.”

 ”What the hell, that’s creepy.”

”It’s not just about bad things. Good things can come true if you say them, too. For instance, ‘May my debts disappear,’ or ‘I want money.’”

”I don’t know, it’s like he’s looking at me as if to say, ‘No way,’ but Pole is starting to half-believe in the power of words.”

”So, try saying it: ‘I will never, ever gamble again.’”

”I hate that. I’d lose all the joy in my life.”

”Well, maybe, but you’re stuck in debt, Pole-san. Deep down, you’ve got at least some desire to stop, right?”

 ”Well… I guess.”

 Good, good. This might work.

”Then, why don’t you say it? ‘I will never, ever gamble again.’”

”Fine. I will never, ever gamble again.”

 Got him.

 But.

”I can’t hear you. Say it a little louder.”

Then, he said it in a voice I could actually hear.

 Yes!

”Alright, keep repeating those words until the day after tomorrow at noon. And make sure you take proper care of Raphael-san.”

 ”What’s that supposed to mean?”

I tell him about the Slavery market opening the day after tomorrow. I inform him that if he doesn’t personally declare that he’s quitting gambling, he’ll be sold there.

”There’s no way I can just stop gambling!”

”That’s why I said to chant, ‘I will never, ever gamble again’ until noon the day after tomorrow.”

I left for the bridge quickly, before we ended up arguing about this or that.

That evening, before the sun went down, a carriage sent by the Port Administrator arrived to pick us up.

”Section Chief Larry is coming, too?”

I wondered why, but since I didn’t want to get caught by Pole on the ship, I decided to tag along.

”May I sit on the coachman’s bench?”

Since I couldn’t speak the Turku language, I had the Captain convey my request. Permission was granted, and I was able to sit next to the stranger—the coachman.

The view from up high is fun. As evening falls, the sun sets, and the land breeze picks up, the temperature drops and people come out into the streets.

Looking around, there are very few carriages. Other than walking, it’s mostly camels or donkeys. Perhaps a carriage is a symbol of wealth.

Also, maybe because it’s dry, the smell of feces and urine isn’t all that bad. More than that, there’s a smell I’ve smelled before in a past life, though I can’t quite place it. It’s not a very good smell. A slightly biting, volatile scent mixed in. I look around, but I don’t see anything like it.

Eventually, the carriage passed a large plaza and entered a district of high-rise buildings that I had seen from the port. At the entrance, there was a construction site, and there were jars containing something that looked like black clay.

I remembered. It’s the smell of asphalt.

They were mixing it with sand to use as an adhesive for sun-dried bricks.

In my past life, after I grew up, it seemed the quality of asphalt had improved, so I didn’t smell it much. When I was a child, whenever I walked near road construction, black stones would stick to the soles of my shoes, and the smell was terrible.

Come to think of it, Yemen was an oil-producing country, wasn’t it?

It reminds me of high school Geography B.

That made sense of things. The lights in the houses were the yellow flames of kerosene lamps, visible even from outside. In Schweilitz, “Poor Man’s Lamps” were common, and in the Grand Principality, they used whale oil—it looked the same, but the smell carried outside the house.

The carriage stopped in front of a five-story building painted with white plaster.

 ”Please.”

Guided by a man who looked like a white-clad Town Guard, we entered the building, and the reception room was on the second floor. The penthouse was likely the family’s living quarters.

At the entrance to the room, Mr. Zul… Ti… Amur—the great-great-grandson of the Second Previous King of the Himyar Kingdom and the current Port Administrator—welcomed us.

I presented the “Poor Man’s Lamp” that the Deputy Administrator had been so incredibly happy about, packed properly in a box, and he was very pleased.

There, I was asked what languages I could speak. I told him about my hometown of Schweilitz, the Sámi language of the Fee Grand Principality, Russian, and Japanese.

Japanese was a joke, but the Administrator whispered something to his attendant upon hearing it.

”It seems there is a slave who can speak Russian.”

We were immediately invited into the reception room, where a high-quality carpet was spread out, and we were directed to sit on round cushions. It seems there was an order to things, as the Captain and I were seated in the middle. Inside the room, a nice fragrance containing a slightly resinous, refreshing scent—perhaps some kind of incense—was burning.

 ”It smells nice, doesn’t it?”

I whispered to the Captain, and he told me it was frankincense. It is a specialty of this region, and it seems it’s traded at a high price, used not only as incense but also as a raw material for medicine and perfume.

The Captain seems to have started a conversation with the Administrator, using the fact that I mentioned the good smell as a topic. The Administrator apparently speaks the Turku language, and although the Captain’s command wasn’t fluent, they were able to communicate enough to chat and laugh.

”He says that while they can mine a resinous fossil similar to amber in the mountains here, they cannot mine Luminous Magic Iron or Magic iron sand, so they cannot light things with mana.”

Then, a woman who looked like she was about to start belly dancing knelt diagonally behind me. Braided blonde hair, pale brown eyes. A see-through silk scarf hiding her nose and mouth. A top consisting only of a strapless bra. A scarf with a slit on the side from the waist down.

In a land where women are supposed to wear a niqab or hijab when walking outside, how bold.

 ”Nice to meet you.”

She greeted me in Russian and said her name was Alyona. She said she was born on the northern coast of the Turkish Sea.

The Administrator is saying something to me.

”In return for the ‘Poor Man’s Lamp’ from earlier, he is offering to give me that female slave.”

”Uh, even if I get her, what will Gida Section Chief say? Please decline it.”

As we were whispering, the Administrator, seemingly curious, interjected.

”He is asking if you would prefer someone younger. I will talk to Section Chief Gida myself, so just take that female slave.”

 How forceful.

Is a person something you can just hand over like a pet?

 ”Spasibo (thank you).”

I say that and bow my head.

Then, the female slave translates it for her former master, and he says something else.

”<I a able apologize being for frankincense. full he include jar like mature myself; of only present says to will woman>”

No, there is something I want more than frankincense.

”<If ask asphalt? be could given if possible, some we you>”

He must have found me interesting. The Administrator came near me and sat down right in front of me.

 ””

When I answered that I would burn it, he immediately asked why. Since it was a hassle, I answered that it was to move the Black Ship without permission. He started laughing loudly for some reason and talked with the Captain for a while.

”<Uh, 200 a about asking asphalt basin but collected east he here, here; how in is isn’t kilometers much of says something that there want. you>”

Even if he says there isn’t much, it’s for construction, so when I said, “One hundred jars,” he countered with two hundred—double the amount. However, there was a condition: load it onto the “Izumo,” which runs on fire, tomorrow.

After that, the food was brought in, and we enjoyed it. When you think of the Middle East, you might expect spicy food, but unfortunately, chili peppers originated in Central and South America. I think that in this world, if I go to the New Continent and bring them back, spicy food will become popular in this region too.

The last thing to come out was coffee. Although it’s drunk among the upper class in Schweilitz, the common people don’t drink it. When I enjoyed the aroma and took a sip, the grounds got into my mouth. I’ve heard that Middle Eastern coffee is filtered by letting the grounds settle, and you drink the clear liquid on top.

As the night grew late, we started our journey home.

”Section Chief Larry, what is this woman?”

When we returned to the ship and I gathered the executives in the Dining Hall, Section Chief Gida said that immediately. I gave the Captain a look, thinking, “You said you would explain for me,” but for some reason, he pretended not to notice.

 That shifty tanuki.

Moreover, when I told them that I had promised to invite the Administrator to this ship and that we were receiving two hundred jars of asphalt, I was scolded harshly for where I was going to put it.

”So, does this stuff called asphalt burn?”

The reclusive Elf Mage, who had come to the Dining Hall for a change, asked me.

”Coal is a burning stone. Oil is burning water. Asphalt is burning soil. If you add it to coal and burn it, it should last quite a long time.”

When I said that, she nodded deeply, as if she had heard that somewhere before.

It depends on the quality of the asphalt, but with two hundred jars, I think it should be enough fuel for a month. Because it’s heavy, I decided to place it as low in the ship as possible.

So, the asphalt problem was resolved.

 But there was another problem.

When I returned to my room, Pamela was waiting.

 ”You, what is that girl?”

Yes, Alyona had no place to sleep, and it had been decided that I would look after her in my room.

 Summary:

Department Head Gida initiates a high-stakes meeting regarding the logistics of the Izumo’s crew and the planned sale of captives at the Hodayn Port market. Tensions rise as the crew grapples with the morale of the subordinates, Pole’s gambling addiction, and the pressure of the mission to contain Rosa. Larry, designated as the reluctant mediator, attempts to address Pole’s personal issues while navigating the broader strategic concerns of the mission.

The protagonist forces Pole to commit to a verbal pact to quit gambling to save him from being sold at the Slavery market. During a diplomatic visit to a local Port Administrator, the protagonist secures a substantial supply of asphalt to fuel the “Izumo” in exchange for a gift of a “Poor Man’s Lamp.” The chapter concludes with the protagonist returning to the ship with a new female slave, Alyona, much to the annoyance of Section Chief Gida and the suspicion of Pamela.

 —

 Trivia:

The Izumo’s food and water consumption has increased by twenty percent since adding the twelve captives.

Pole is originally from the Celt Kingdom and intends to return home once his debts are cleared.

Larry’s previous experience with the “legend of spoken words” stems from his hometown, which he uses to manipulate Pole.

Rafaela rejected Pole’s marriage proposal specifically due to his gambling addiction and the resulting debt.

Pole’s gambling addiction is being managed through a form of kotodama-based psychological manipulation.

The “Poor Man’s Lamp” mentioned is a kerosene lamp, while the Grand Principality uses whale oil lamps that smell worse.

The Port Administrator is a descendant of the second previous king of the Himyar Kingdom.

Chili peppers are not yet native to the world’s Middle Eastern-equivalent region.

The “Izumo” ship is explicitly stated to be powered by fire.
